The United States Constitution provides that the Vice President is also the President of the Senate, but specifies that he has no vote unless the Senators are equally divided. In the early part of our history, the Vice President generally presided in person, but nowadays, the Vice President only presides for ceremonial purposes (e.g. swearing in new Senators) or when it is necessary to break a tie vote.
